Hets og trakassering av studentene våre er forkastelig!

Denne uken er eksemplene mange på en forferdelig ukultur hvor våre studenter hetses, trakasseres og mottar til dels truende budskap i sosiale medier, kommentarfelt eller i personlige meldinger. Dette skjer i forbindelse med fadderuken hvor frivillige studenter har stilt opp, gitt av sin tid og virkelig lagt inn et enormt arbeid for å lage en god og smittevernsvennlig mottakelse for sine nye medstudenter. Ja, det har forekommet brudd på smittevern, men vi vet også at disse frivillige studentene har gjort solid jobb for å motvirke dette. Uansett hva man mener om fadderuken så er hets og trakassering kun ødeleggende og aldri konstruktivt.

Jeg finner hets og trakassering totalt uakseptabelt. Det er en giftig ukultur som kan medføre at færre stiller opp frivillig, at folk blir redde og at vi mister mye av det samholdet som gjør vårt universitet, vår by og vårt land til et hyggelig samfunn å bo i. Til alle dere som vurderer hets eller trakasserende ytringer rettet mot fadderaktivitetene til våre studenter, send heller konkret kritikk eller klare budskap til oss i ledelsen av Universitetet i Bergen.

Fra og med onsdag gjennomføres ikke arrangement i regi av fadderstyrene ved UiB, selv om helsemyndigheter og Bergen kommune mener at arrangementene var gjennomført i ordnede former, egnet til å ivareta både smittevern- og sporing. Vi stoppet fadderarrangementene på grunn av det presset mange studenter opplevde blant annet fra media og sosiale medier samtidig som de skulle gjennomføre trygge og gode arrangement. Dette er et press vi ikke vil utsette våre studenter for, selv om de frivillig har tatt på seg den rollen.

Mediedekningen i begynnelsen av fadderuken har bidratt til dette presset. Vi som har vært til stede i Nygårdsparken og i byen har sett mange eksempler på dyktige faddergrupper fra UiB, men som ikke kom frem på TV-skjermen. Medienes søkelys på fadderuken er legitimt, men kan fyre oppunder nettroll, hatsk stemning i kommentarfelt og gjør studentene våre til en ufortjent skyteskive.

Vårt fokus er alltid å ta godt vare på studentene. Derfor aksepterer jeg heller ikke hets eller trakassering av faddere gjennom kommentarfelt eller i sosiale medier. Dette er unge menneske som jobber frivillig for at nye studenter skal få en god velkomst og et sosialt studieliv i Bergen. Takk til alle dere som faktisk bidrar til nettopp det!

Nasjonalstat vs. globalisme – debatten er for polarisert

Vil koronakrisen føre til at globalismen svikter og nasjonalstaten tar sin revansj? Er det enten eller? Skal vi tro noen av debattdeltakerne under dagens Politiske kvarter på NRK P2 så virker det så enkelt, men det er det neppe.

Det er ikke åpenbart at det er drakoniske politiske vedtak i nasjonalstaten som alene er det viktigste i møte med koronapandemien. Selvfølgelig er nasjonal politisk handlekraft, smittebegrensende tiltak og høy tillit i befolkningen (i de landene som har dette) avgjørende for kontroll på smittespredning. Men tørr vi heve blikket så ser vi at langsiktige internasjonale samarbeid, kommunikasjon og handel også danner grunnlaget for å møte globale kriser.

WHO har vist seg som en svært viktig aktør for å koordinere informasjon og kunnskap om pandemien og tiltakene som gjøres. Kunnskapen som samles og videreformidles av WHO er avgjørende for hvordan vi skal utforme nasjonale smitteverntiltak, ikke minst for land som ikke har like god internasjonal kunnskapsflyt som andre.

EU har fått kritikk for å komme sent på banen i møte med krisen, men dette undergraver ikke fruktene av langvarig europeisk samarbeid. F.eks. har solide europeiske forskningssamarbeid lagt grunnlag for forståelsen av viruset og for at vaksineutvikling går i høyt tempo.

Selv når nasjonalstatene viser hvor raskt de kan stenge ned og treffe tiltak så blir forestillingen om motsetningen mellom internasjonalt samarbeid og nasjonale vedtak misvisende. Det er snarere en symbiose mellom de to.

Likevel kommer vi ikke bort fra at internasjonale samarbeid og institusjoner unektelig er under press. Eksempelvis ser vi at Trump stanser USAs utbetaling til WHO og at russiske falske nyheter nører oppunder usikkerhet og konspirasjonsteorier som gjør det vanskeligere for EU å kommunisere sine tiltak. Kortsiktighet i EU-politikk har også medført at UiB-ledelsen nettopp har iverksatt Friends of the ERC-kampanjen for å påvirke Europas ledere til å sikre finansieringen av uavhengig, banebrytende forskning gjennom Det europeiske forskningsrådet (ERC).  Når vi ser slikt press må vi for alvor se verdiene av symbiosen mellom velfungerende nasjonalstater og internasjonalt samarbeid. Hvis ikke lokkes man mot blind tro på at det enten er nasjonalstatenes raske handlekraft eller globalismens grenseløshet som er de to eneste veiene å gå. Nok en gang er Aristoteles gylne middelvei et alternativ som ikke trekkes godt nok frem i en polarisert debatt.

Hva bør neste trekk være?

Det er gode grunner til at næringslivet stilte dette spørsmålet og inviterte til debatt under NHOs årskonferanse forrige uke. Det er høyst betimelig å diskutere hvordan omstille næringslivet slik at de globale bærekraftsmålene kan nås. Samtidig utfordrer dette høyere utdanning og forskning til å bidra med den helt nødvendige kompetanse.

Norsk verdiskapning og velferd er avhengig av et bekymringsfullt lite antall, store og dominerende næringer. Det gjør oss sårbare. Olje- og gassindustrien i Norge har klart størst verdiskapning pr. arbeidsplass, men bidrar til også til en av vår tids suverent største, globale utfordringer: klimaendringene. Havnæringene har trolig et enormt økonomisk potensiale med store uutnyttede resurser i verdenshavene.  Samtidig må disse forvaltes på en bærekraftig måte for å unngå kollaps i økosystemene slik at de forblir en fornybar resurs for fremtidige generasjoner. Omstillingen av næringslivet må ikke begrenses til nye områder hvor Norge har tilgang på naturresurser. Det vil ikke gi et tilstrekkelig mangfoldig og dermed robust næringsliv.  Norge må tillate seg å utvikle nye arbeidsplasser ene og alene basert på unik kompetanse. «Norge er en forholdvis ung industrinasjon sammenlignet med Sverige og andre europeiske land, og vi ser at vi lisensierer mye mer til utlandet enn til norske selskaper», uttalte Andreas Aune ved NTNU Technology Transfer til avisen Khrono ved årsskiftet. Han sikter til at få norske selskaper er interessert i ideer utgått fra forskningsmiljøene, sammenlignet med utenlandske selskaper og investorer som i større grad ser forretningspotensialet i norske forskning. Dette er utfordrende i omstillingen fra en økonomi hovedsakelig tuftet på naturresurser til en kunnskapsbasert økonomi, og krever åpenbart en offensiv næringspolitikk.

Det er vanskelig å se for seg hvordan bærekraftsmålene skal kunne nås uten næringslivet med på laget. Ikke minst vil nye, innovative teknologiske løsninger være nødvendig for bærekraftige løsninger for verdens mat-, energi- og helsebehov. Næringslivets rolle er å arbeide innen markedsøkonomiske rammer der knappe ressurser og goder fordeles i henhold til behov og etterspørsel i fri konkurranse mellom næringsaktørene. Følgelig må bærekraftig næringsvirksomhet også være lønnsom. Økonomiprofessor ved University College London og grunnleggeren av Institute for Innovation and Public Value, Mariana Mazzucato, tar i sin bok «The value of everything» til orde for å utvide det markedsøkonomiske perspektivet til å omfatte forhold som tradisjonelt sett ikke inngår i forretningsmessige regnestykker. Men til det trengs reguleringer. Matproduksjon på land og i hav som truer biologisk mangfold må bli kostbart dersom bærekraftige løsninger skal få innpass i markedet. Klimavennlig energiløsninger kan vanskelig realiseres uten at utslipp av klimagasser blir en vesentlig kostand. Fjorårets klimaforhandlinger i Madrid endte med skuffelse nettopp fordi man ikke maktet å bli enig om et internasjonal kvotemarked for klimagasser. NHOs årskonferanse viser at næringslivet står klart, men de internasjonale markedsøkonomiske rammebetingelsene er det myndighetene som må sørge for.

Omstilling fordrer ny og annerledes kunnskap og kompetanse. Innsikt i bærekraft, tverrfaglige perspektiver i kombinasjon med teknologisk kunnskap vil bety mye for næringslivs bidrag til bærekraftig samfunnsutvikling. Løsninger vil måtte komme fra forskningen. Ny teknologi for fremtidig ressursutnyttelse må utvikles under betingelser om bærekraft. Til det trengs et grenseoverskridende samarbeid mellom forsknings- og utdanningsinstitusjonene og et omstillingsberedt næringsliv. Det vil kreve vilje og nysgjerrighet på tvers av sektorer, men det er tross alt det omstilling handler om.

Science in a global perspective – challenges ahead. Sir Peter Gluckman’s speech at the ceremony of Honorary Doctors at the University of Bergen

Last week we celebrated our newest honorary doctors. They received the highest honour the University of Bergen can award to people who are not employed at our institution. And they certainly honour our institution in return by accepting the honorary doctorate.

The ten new honorary doctors had their doctorates officially conferred at a ceremony in the University Aula on the 15th of October. During the ceremony one of the new honorary doctorates, Sir Peter Gluckman, held a speech – lifting the gaze out of the aula to look at science in a global perspective and the challenges we face.

Gluckman was Chief Science Advisor to the New Zealand Prime Minister from 2009 to 2018. In this role, he campaigned for more widespread use of the principles of scientific advice to governments and for science diplomacy. Today, he is the head of the International Network of Government Science Advice (INGSA), which is a collaborative platform for policy exchange, capacity building and research across diverse global science advisory organisations and national systems. In 2018 he was elected to head the International Science Council (ISC), and his presidency will start in 2021.

Sir Peter Gluckman is one of the most influential academics in the world, and therefore we are glad to present the speech he held in the Aula in written form.

Science in a global perspective – challenges ahead

Robust knowledge should be a critical input to decision-making at every level of society and policy making; the core tenet of science advice is that the appropriate use of germane knowledge is more likely to lead to more effective choices between options. Indeed, there are always options – even the decision to do nothing is itself an option. Science is probably best defined as a set of processes designed to develop relatively reliable and testable knowledge about the world around and within us. There are many kinds of science, and I do not like the distinction between natural and social science, but at their heart there is the need for verification, and for minimizing the effects of biases during the collection and analysis of data. It is these processes that separate scientific knowledge from other sources of evidence such as belief, anecdote and informal observation. That said though, we would be naïve not to acknowledge the role that values play in science; this particularly pertains to the judgments made about the sufficiency and quality of scientific evidence. And we must not draw boundaries between types of science such as natural, data, technological and social science.  These combine to form a continuum that is becoming increasingly important.

Here I will address the challenges that science must help to address in the global context. I do so as the previous science advisor to the New Zealand Prime Ministers over the past decade and as Chair of the International Network for Government Science Advice (INGSA), as President-elect and Chair of the Committee on Science Planning for the International Science Council (ISC), and as Director of a newly formed think-tank and research centre in the University of Auckland called the Centre for Science in Policy, Diplomacy and Society (SciPoDS).

But before progressing this conversation, we need to look at science itself, for science is changing and that itself creates challenges for science and scientists and their institutions. As Dan Sarewitz pointed out in his important essay, Saving Science, science progresses in many ways because of advances in technology. Until Antonie van Leeuwenhoek invented the microscope in the 17th century, the concept of a cell was not viable. And it has been the rapid development of computation which has enabled sciences to move from compiling isolated observations to a systems-approach, and being able to move from linear to multidimensional analysis. Increasingly, sciences are able to be applied to better understand whole systems, from social to environmental. Yet a feature of all these systems is their open nature, and to this, complexity is added via the multiple levels of knowledge acquisition and analysis, from the gene to the whole society in the case of human health. Yet inevitably, no matter how much research is done, there remain unknowns. Thus, some aspects of the body of science may be contested on scientific grounds, whereas others become contested and can become part of proxy debates because the systems of interest inevitably intertwine with public values and these values, at least in democracies, are inevitably the subjects of dispute and ideology. In many ways this is the real challenge of science – the more useful it is for society, the more likely it is to be entangled with politics. And the time frames of science and politics are very different. This is the domain of post-normal science, a concept that this university has done so much to advance.

But science faces other global challenges. Public science has in some senses been effectively industrialized through its often rather narrow focus on bibliometric measures – an effect created by the incentives governments and academia have placed on public science. Solutions lie in looking at these incentives. Do we really need more than 3,000,000 scientific papers a year in more than 30,000 journals, most of which have minimal if any impact? We must be honest and ask how much science is done primarily for the interests of the individual’s own career, rather than genuinely seeking to advance knowledge frontiers or to address the global good. And as scholars in this university and elsewhere have pointed out, the incentives in play have done much to generate issues of quality control and reproducibility. We need to look much more innovatively at how we assess research and make judgements on it and those who perform it. Many issues flow: the challenge of open science, the challenge of information and data access, and the challenge of how to promote multi and transdisciplinary rather than siloed research – research is increasingly team-based while most incentives are individually directed. Funders, governments, academies and the scientific community need to think about the way ahead. And there are other challenges: gender equity, advancing knowledge and creating knowledge institutions in developing countries, and how to marry science with other epistemologies. A particular opportunity in my own country is how to best and equitably use the unique understanding, values and knowledge of our indigenous Māori people.

Over 70% of global R&D occurs in the private sector. This in itself is not bad – all said and done, everyone in science has interests, albeit not necessarily financial. But issues of trustworthiness emerge because of such interests. Sadly, there is a long history of manipulated and biased interests arising from the interaction between private sector-supported science and society. The institutions such as peer review and transparency of open data that hopefully give some confidence in public science can have a more limited role in the private sector. Yet we increasingly rely on private sector knowledge for much direct and indirect public good. My research group at Auckland University, SciPoDS, is thinking through what kind of institutions might be created to give greater and deserved confidence in private sector science.

The issues of confidence in knowledge are not just restricted to the private sector or problems related to the quality of science. Increasingly the environment created by the transformed way we communicate and disseminate via digital means allows for the manipulation of information, reliable or otherwise. It is obvious that we live in a world of increasingly contested facts – facts that can be distorted for reasons of power, ideology or interest. And the manipulators range from State actors to influencers on social media. While knowledge has likely been manipulated for purposes of power and control from the beginning of organized society perhaps 10,000 years ago, what is now different is the speed, pervasiveness and the compelling influences of information disseminated via the digital media.  As the issues of sustainability and societal resilience become more intense, the issue of what is real and what is not could become the ultimate existential threat to the effective use of science in the public arena.

The 2019–201 Action Plan recently released by the International Science Council highlights three domains where global science action is needed. These are addressing sustainability, accommodating the digital transition, and the need for more effective use of science for policy at all levels of governance and in societal decision-making – an issue of growing complexity in a world where science is increasingly contested and knowledge more easily manipulated. These three domains frame key challenges we face at a global level, to which I would add a closely related fourth – namely the threats to societal resilience and social cohesion now obvious in many countries.

The pressing challenges of sustainability are well-rehearsed: climate change and its many impacts; biodiversity collapse; food and water security and a growing human population with expectations that highlight the major issues of global inequity. Such issues are encapsulated in various ways within the Sustainable Development Goals and Agenda 2030, but progress on them remains disappointing. As the recently released UN Global Sustainability Development Report prepared for the recent General Assembly makes clear, science and science advice must take a more central role. The report highlights the need to understand systemic interactions, because the reality is that any future progress will require choices to be made, and with this there are some very complex interactions – some synergistic, some antagonistic – within the SDG targets. An example of this is the issues that arose for food security with the use of corn in the drive to promote biofuels a decade ago. Scientists are certainly required to assist the policy community to understand such interactions at a level of granularity that allows contextual decisions to be made. This is why the ISC and INGSA are co-leaders of a project to create a toolkit for policy makers, experts and communities. The aim of this project is primarily to improve co-evaluation of interactions, such that more holistic decisions can be made about pathways ahead.

Parenthetically, we need to do far better in comprehending and discussing concepts of trade-offs generally.  Can we sustain food production to support 10 billion people with a reduced carbon, phosphate, nitrogen and water footprint without adopting a variety of new and maybe controversial technologies? Perhaps we can, but probably not. Yet these sorts of decisions can be inhibited by short-term political expediencies associated with superficial claim and counterclaim. We definitely need to find better ways to have conversations on such issues.

There is also a need to understand competing development agendas. For many people the growth and sustainability paradigms are not compatible. Much of the contention in the politics of sustainability will not disappear until greater alignment of various intentions is achieved. Finally, most transformations need to be understood in terms of context. Most solutions must be local, owned by local populations and designed as such. These are all reasons why the concept of sustainability science must grow and become truly trans-disciplinary

And this brings me to an issue that concerns me greatly, which is the relative lack of effective structures with which to link science to the policy community, particularly in the international arena. Few countries have formal science advisory systems that are effective and responsive. Academies can provide digested analyses, but rarely can they impact on the critical phases of the policy process when ideas first form. Perhaps only 20 countries, mainly in the Anglophone and developed world, have effective mechanisms to do this in an independent manner. And at the international level the problem is intensified, made worse by the reality that at the very time the global challenges continue to grow, the international order is in trouble. While each UN agency may have some form of scientific input, it is very variable and certainly not coordinated. Further, in the UN system where decisions are ultimately made by diplomats representing their countries, there are few formal links between foreign ministries and science advisory mechanisms.

At the 2017 STI forum to support the SDGs, a plea was made to encourage countries to develop science advisory mechanisms, and likewise, for the UN to build an effective science advisory mechanism. This call occurred again in recent discussions regarding the SAMOA pathway for small island developing states. Early steps towards creating such mechanism were started by the previous UNSG but have since been abandoned. In my view this represents an urgent deficit that must be remedied if progress on the issues of the global commons is to be accelerated.

But let me move on to the challenge of rapid technological innovation. I have already hinted at some of the issues that the digital transformation brings. This transformation is but one, albeit dramatic, example of the challenges that our unique abilities as humans have created. In our ability to cumulatively innovate, we are now seeing what is effectively a runaway cultural evolution where new technologies are emerging at a very rapid rate. What is distinctive here is both the pace of technological advances but, in particular, their pervasiveness.

Over thousands of years, we have invented ingenious ways to gain mastery over our environment. The ability to communicate, accumulate knowledge collectively, and build on previous innovations has enabled us to change nature. Such innovation has allowed us to thrive. However, the trouble with such innovation is that we can seldom go back and undo it. We invent, embrace, and exploit new technologies to modify our environment. Then we modify technologies to cope with the resulting impacts. But these developments are now happening at such a pace that traditional approaches to regulation and regulatory science to manage technological developments are becoming overwhelmed. Our invention of fossil fuel-based technologies has — and still is — driving climate change; our inventions in public health, medicine and urban technologies have resulted extraordinary population growth, and with this environmental degradation and biodiversity loss. Thus, the pace of cumulative and pervasive innovation has now reached a point where these innovations are increasingly affecting our behaviour, biology, and society. To provide nourishment for a growing population, humans have developed methods to process and preserve food, but easy access to such energy-dense foods results in obesity. To protect ourselves from dangerous pathogens we have embraced cleanliness and invented antibiotics, but this has led to rising rates of allergy and antibiotic-resistant bacteria. Overall, we must now figure out how to function in the world that we have so drastically modified.

But I must focus a few remarks on the digital environment we have created. While have we embraced such technology because it assists us with communication, business and information access, our INGSA report to the OECD has also pointed out that the digital environment has also had impacts on us as individuals, on our social lives and the established institutions of civic society.  Significantly, this includes the relationship between the citizen and the State. Moreover, there is growing evidence of the role of digital technology in driving mental health concerns, especially in young people. The anonymity of the internet has exposed base behaviours and attitudes that religion and civic society had long suppressed. And we are only at the beginning of the digital transformation that will influence every part of our existence.

Our ingenuity has changed not only our world, but also ourselves. This is the subject of my new book written with my long-term colleague Mark Hanson that is coincidentally published today. Allow me to make an advertisement for it – it is called Ingenious; The Unintended Consequences of Human Innovation and is published by Harvard. It takes both an evolutionary and public policy perspective on these issues.

The question thus becomes: what is our future as a species? Will we passively allow such technologies to fundamentally change who we are, how we relate to each other and how society is organised? This may even embrace the transhumanist vision that some futurists have. Can democracy as we know it survive the manipulative environment that has been created? Could we face the world that Orwell foresaw in his dystopian novel, or an alternate equally dystopian view that Aldous Huxley described in his novel? I am not a pessimist nor a Luddite. The reality is that we must learn to live with our capacities to develop technologies and celebrate much that they deliver. But we also need to find new ways to evaluate rapidly evolving technologies in ways that recognise the interests of society in this world of rapid change. Psychological resilience, both individual and collective, will be essential and that will depend heavily on how we reform and restructure education to promote those needed non-cognitive skills that emerge in the early years of life.

And this brings me to one more challenge that science must embrace. We need to think much more about the relationship between knowledge, technology, society and policy making. This demands a much closer embrace between social science, the humanities, the data and the natural sciences. Societal resilience is critical to our survival. This can be defined as the ability of a society to adapt or transform positively in response to significant disruptions or threats to its wellbeing, which may or may not, be anticipated. But the biggest risk to our resilience will be a loss of social cohesion, a threat that our post-truth, post-trust and digital world has made more likely. The institutions of governance which are critical to a safe and secure society and the institutions of expertise are particularly threatened in this environment. They will have to evolve to accommodate the new circumstances. To date science and universities as institutions, despite their rather elite characteristics, have been largely immune from any decline in respect. But we cannot be complacent. We have a critical role as researchers to explore what is going on; we also have an obligation to be agile and evolve in such a way that we can best contribute to protecting liberal democracy in whatever form it evolves into.

Rector Dag Rune Olsen’s speech – honorary doctor ceremony at the University of Bergen 2019

Your excellency, Sir, honorary doctors!

Welcome to this ceremony in the honor of the University of Bergen’s new doctores honoris causa!

The honorary degree doctor honoris causa is the highest form of recognition given by any institution of higher learning. It is a recognition of outstanding scholarly achievements, or for achievements in the arts, or for society.

Honoris causa is a latin phrase meaning: for the sake of the honor. Also the phrase ad honorem, to the honour, is commonly used. The term doctor is derived from the ancient formalism licentia docendi, meaning license to teach. So, today it is my pleasure to honor you with the license to teach. Perhaps it sounds less impressive, phrased in the English language, rather than in Latin. I suppose that is why we still are fond of a few Latin phrases at occasions like this. Even in a modern academic world.

Since most of you have been teaching – in the very broadest sense of the meaning of the word – for many years, you should regard the honorary degree conferred upon you, here today, as our university’s highest recognition of your achievements in your respective lines of work.

The tradition for awarding honorary doctorates in the academic world is an old one. It likely dates back to medieval times. As the earliest known honorary degree was granted to Lionel Woodville, later Bishop of Salisbury, by the University of Oxford in the late 1470s. In the 16th century granting honorary degrees became common on the occasion of royal visits to Oxford.

The very first honorary doctoral degree at the University of Bergen was conferred upon Olav Dahl in 1952, an engineer and air-pilot who started his career as a crew member of Roald Amundsen’s Maud Expedition, through the North-East Passage. From being a polar explorer in the early 19th century, he later became instrumental in the preparations for the establishment of CERN in Geneva. For his achievements he was given the highest recognition by the American Association for the Advancement of Science. He also became Commander of the Norwegian St. Olav order and the Dutch Oranje-Nassau order.

In later years, to name a few, the former Prime Minister of Norway Gro Harlem Brundtland, former US Vice-President Walter Modal, world acclaimed pianist Leif Ove Andsnes, the internationally renowned author Jon Foss, and the Nobel Laurates in medicine or physiology, May-Britt Moser and Edvard Moser, have all been given the same honor.

This week we not only honor outstanding achievements, but also celebrate the re-opening of the University Museum after 6 years of renovation.

Yesterday, Prime Minister Erna Solberg and Minister of research and higher education Iselin Nybø – both alumni from our university – took part in this event and with the honorary doctors as guests of honor. It was an extraordinary day, at least for the University of Bergen. Because we did not just reopen any museum, it was not just another exhibition – yesterday we celebrated the very roots and soul of the University of Bergen.

When the Norwegian Parliament in 1946 decided to establish Norway’s second university in Bergen, they pointed to the scholarly activities that had been ongoing at the Bergen Museum since its opening in 1825. It was here that Fridtjof Nansen, the later internationally acclaimed polar explorer, diplomat and Nobel Peace Prize laurate, conducted his neurobiological studies in the hagfish. And it was here that Gerhard Henrik Armauer Hansen discovered the bacteria causing leprosy 8 years before Robert Koch discovered the bacteria causing tuberculosis.

To pay respect to what Bergen Museum has represented, the crest of the University of Bergen is inspired by the crest of the museum – with the owl, symbolizing wisdom, at the center. Already from the very beginning, the founding fathers of the Bergen Museum with the first President of Norway’s Parliament Wilhelm Friemann Koren Christie in lead, realized that the museum should be more than a collection, more than an exhibition.

They were truly inspired by the ideas of the age of Enlightenment in Europe. Consequently, they wanted to contribute to the education of the public, to the building of a nation.

In the essay “Answering the Question: What is Enlightenment?” the German philosopher, Immanuel Kant, underlines the importance of people being given the freedom to use their own intellect. Kant argues that it is not the lack of intellect that hampers the Enlightenment, it is the lack of necessary preconditions created by ruler and by those in power.

One might think that with the massification of higher education and a highly educated public, the goals and vision of the Enlightenment must surely have been met, long ago.  However, according to Steven Pinker, professor of psychology at Harvard University – it is not so. In his book “Enlightenment Now!” he argues that the values of the Enlightenment are under threat, even in modern societies. He makes the case for the values of reason, science and humanism. According to Pinker these are the three core values of the Enlightenment.

Yes, the book has received mixed critiques. But, when we see the growth of populism in politics, alternative facts and fake news. And at the same time a decline in trust, in expertise and in research, it is easy to support Pinker in defending the three values: reason, science and humanism.

In september 2017, at Sorbonne University in Paris, surrounded by young and inspired students, President Emmanuel Macron outlined his vision for the future of Europe. In his speech, he also made the case for the same values, when he argued that what Europe need is trust in and respect for independent research in guiding and informing policy-making. “Science must provide information on the dangers, but also independently and transparently indicate scientifically proven alternatives”, he said about the role of research related to societal challenges.

Today, on this occasion, in the university aula, we pay tribute and we honor our new doctores honoris causa, the ideals of the founders of the Bergen museum, and those who have defended and fostered critical thinking and reasoning – the very core to any institution of higher learning.

Your excellency, Sir, honorary doctors – congratulations!

von der Leyen nominerer ny kommisjonær for innovasjon og utdanning…og forskning

EU-kommisjonens påtroppende leder Ursula von der Leien presenterte tirsdag denne uken sine nye kommisjonærer på en pressekonferanse i Brussel. Mens denne pågikk holdt avgående kommisjonær for forskning og innovasjon, Carlos Moedas, tale til nordiske universitetsleder. Forventningen til hans arvtaker har vært høye og ryktene om hvem som skulle overta rollen tilsvarende mange. Det skal sies at det skapte en del usikkerhet og undring blant de nordiske universitetsrektorene da det viste seg at ingen av de nye, foreslåtte kommisjonærene hadde fått «forskning» med i sin tittel. Var dette et illevarslende signal fra kommisjonens påtroppende leder?

Mariya Gabriel blir ny kommisjonær for Innovasjon og Ungdom. I tillegg har hun også ansvar for forskning. Kommisjonsleder von der Leyen skriver i sitt oppdragsbrev til den nye kommisjonæren at hun innen forskning, utdanning og innovasjon skal blant annet:

  • Ferdigstille EUs neste forskningsprogram, Horisont Europa, og implementere programmet.
  • Sikre disruptiv forskning og nyskapende innovasjon.
  • Sørge for at forskning, politikkutforming og økonomiske prioriteringer går hånd i hånd.
  • Tredoble Erasmus Pluss-programmet i det kommende budsjettet.
  • Arbeide for eksellens og samarbeid innen nyskapningen «European Universities».
  • Utarbeide en handlingsplan for digitalisering i utdanning.
  • Se til bedre utnyttelse av EUs utvekslingsprogrammer.

EUs viktigste instrument i å utvikle forskning i Europa er rammeprogrammene. At von der Leyen pålegger sin nye kommisjonær å sette fart i utarbeidelsen av det nye rammeprogrammet «Horisont Europa», er en tydelig forpliktelse til fortsatt satsning på forskning. Noe annet ville for øvrig vært eksepsjonelt. Det interessante i Gabriels oppdrag er de klare ambisjonene og forventningene til nyskapningen «European Universities», hvor Universitetet i Stavanger og Universitetet i Bergen er med i hver sin allianse. Universitetet i Oslo planlegger en søknad for neste fase av dette programmet. Også NTNU ser på mulighetene for deltakelse i slik allianse. For oss som inngår i et slikt forpliktende samarbeid om utdanning og med ambisjoner om tettere integrasjon, er dette gode signaler.

Når von der Leyen samler forskning, utdanning og innovasjon under en og samme kommisjonær så bidrar det til at barrierene mellom forskning og utdanning bygges ned. Det er en god ting for universiteter som er av den oppfatning at solid forskning også skal underbygge utdanning av høy kvalitet. Kommisjonær Gabriel vil imidlertid også få andre oppgaver. Faren er at forskning vil få mindre oppmerksomhet enn under Carlos Moedas.

De nye kommisjonærene og deres porteføljer ble annonsert midt under Carlos Moedas tale til de nordiske universitetsrektorene. Han fikk naturligvis spørsmål om dette var en endring i prioritering i forhold til den nå avtroppende kommisjonen. Profesjonelt nok avstod han fra å kommentere von der Leyens prioriteringer og inndeling av porteføljer. Men han var krystallklar på at med Gabriel som kommisjonær for både forskning og utdanning får vi både en erfaren og dedikert politiker med stor gjennomslagskraft.

Universitetsnettverk sikrer utvekslingsstudenter fra BREXIT

BREXIT påvirker også norske studenter som vurderer å dra på utenlandsopphold. Statsråd Iselin Nybø gjorde dette tydelig i sin advarsel mot å søke seg til Storbritannia, ettersom usikkerheten er stor for Erasmus-programmet.

UiB er medlemmer i universitetsnettverket Coimbra Group. Vi stiller oss bak deres nylige uttalelse om å mobilisere utvekslingsnettverket for å vedlikeholde student- og ansattmobilitet med Storbritannia hvis Erasmus svikter. Gjennom våre veletablerte universitetsnettverk jobber vi for å vedlikeholde kunnskapsflyten på tvers av landegrenser.
